Developing a Waste Management Program

Peak Services has a reputation of being a trusted provider of waste management advisory services to local government. We have a proven track record of delivery of waste management services, and have managed, and continue to manage, important initiatives in waste and wastewater in Australia.

Some of these initiatives include;

Waste Planner & Waste Transfer Station Audits - Redland City Council

Redland City Council engaged Peak to advance capital and operational waste project initiatives, including but not limited to:

  • Contract management
  • Environmental compliance assessment and implementation
  • Work Health and Safety compliance and implementation
  • Supervision of closed landfills
  • Staff management
  • Responsible budget management
  • Construction management 

In addition to the provision of a Waste Planner Advisory Service, Peak also provided council with access to additional management, administration and technical advisory services, including but not limited to:

  • Technical review/analysis of industry publications, waste directions, plans, policies and/or trends participation in state and local government stakeholder meetings and committees
  • Attendance and response to complex and high priority industry matters
  • Industry/cross industry collaboration
  • Project management and executive support, and
  • Other related management, administration and technical advisory services. 

Waste Advisory Services - Hinchinbrook Shire Council

Hinchinbrook Shire Council engaged Peak to provide flexible waste and project management support in relation to delivery of several projects as part of its 2019/20 FY Capital Works Program. Peak provided council with technical advice and guidance and writing scopes of work. Future support may include providing on-site supervision of contractors. 

The initial project under this arrangement includes writing the scope of works for the design of a landfill cap, evaluating subsequent submissions, making recommendations and reviewing technical aspects of draft designs and providing feedback.  As part of this, Peak had to ensure that all aspects of the Environmental Evaluation Report, the Environmental Authority and council’s policies and regulations were followed.

Follow up works under this arrangement has included preparation of specification and tender documentation for waste collection services across the Shire, tender management and tender evaluation services.

Waste Levey Readiness Advisory – Hinchinbrook Shire Council

Hinchinbrook Shire Council engaged Peak to undertake a waste levy readiness review, including extensive review of new legislative changes in the Waste Reduction and Recycling (Waste Levy) Amendment Act 2019. The service included assisting council to meet compliance with the Waste Levy Amendment Act. 

Waste Levey Readiness Advisory – Gladstone Regional Council

Gladstone Regional Council engaged Peak to undertake a waste levy readiness review, including extensive review of new legislative changes in the Waste Reduction and Recycling (Waste Levy) Amendment Act 2019. The service included assisting council to meet compliance with the Waste Levy Amendment Act. 

Landfill Provision Assistance - McKinlay Shire Council

Council sought Peak’s waste management expertise to review council’s landfill provision and rehabilitation cost estimate. The scope of work included a review of council’s Environmental Authorities for their landfill sites and site-based and stormwater management plans, as well as a closure and post-closure plans for each landfill, itemised on a per-cell basis.  Peak also provided preliminary cost estimates and a financial model for the provision of restoration for each of council’s four landfills. 

Waste Strategy  - Longreach Shire Council

Council sought Peak’s waste management expertise to prepare a new Waste Management Strategy. The Strategy examined options for long-term waste services including analysis of service demand, economics, logistical and community factors to develop key actions for structured implementation. The Strategy supports council aspirations to reduce waste to landfill through education and facility initiatives.
